The upper levels are accessed from Center Square and lead to the Tower of Endless.

The lower sections are generally accessed by using The Passages of Ma'habre, and lead to a loot detour. The area can also be accessed by using Phase step while in downtown. You can find an Everwatching Talisman if you go into one of the first buildings to the left.
